Who is Deepti Gaur Mukerjee? The IAS officer taking charge of India's Higher Education

The major bureaucratic reshuffle has been approved by the Appointments Committee of the Cabinet.

Who is Deepti Gaur Mukerjee?

Mukerjee is a 1993-batch Indian Administrative Service (IAS) officer of the Madhya Pradesh cadre who has held several senior positions in both the Madhya Pradesh government and the Union government.

She has now been appointed as Secretary, Department of Higher Education, in a late-night bureaucratic reshuffle announced on August 10, 2026. 

Mukerjee joined the IAS through direct recruitment and belongs to the 1993 batch of the Madhya Pradesh cadre.

She has served in several administrative roles, including district-level positions and senior posts in the state government.

Her recorded educational qualifications include an M.A. in Economics from Jawaharlal Nehru University (JNU) and an M.Sc. in Public Management and Governance from the London School of Economics.

Before her latest appointment, Mukerjee served as Secretary, Ministry of Corporate Affairs (MCA). She took charge of the ministry in August 2024, succeeding Manoj Govil.

During her tenure at MCA, she was involved in matters concerning corporate governance, insolvency, investor protection and ease of doing business. In January 2026, for example, she emphasised the importance of ethical corporate conduct and good governance while addressing an ICSI session.

The government also identified her as Chairperson of the Investor Education and Protection Fund Authority (IEPFA) while she was MCA Secretary.

Before becoming Corporate Affairs Secretary, Mukerjee briefly served as CEO of the National Health Authority (NHA) in August 2024.

Her appointment as Higher Education Secretary comes after the government's earlier decision to appoint Rajasthan-cadre IAS officer Naresh Pal Gangwar to the post was put in abeyance. Mukerjee's appointment therefore represents a fresh change at the top of the department.

As Higher Education Secretary, she will be involved in the Union government's administration and policy framework covering higher education institutions, universities, higher-education policy and related programmes.

She takes charge at a sensitive moment for higher education

Mukerjee has been appointed as Secretary, Department of Higher Education, replacing the earlier arrangement involving Naresh Pal Gangwar.

The change came just 17 days after Gangwar was appointed to the post, making the latest reshuffle particularly notable.

Her appointment comes at a time when India's examination and higher-education system is under considerable public and political scrutiny, particularly following the NEET paper-leak controversy and student protests.

That means Mukerjee will inherit a department facing questions around exam integrity, student grievances, entrance examinations and institutional governance.
